Job Description
The Clinical Officer will (1) Provide full-time clinical support to the Marginalized Communities
Advocacy Network (MCAN) organization in Somalia in the execution of its Maternal and Child Health
(MCH) project. (2) Provide technical support to MCAN in the implementation of evidence-based MCH
policies and strategies, in order to provide equitable access to quality health services for women and
children (3) Will be responsible for the overall coordination of maternal-child health activities and
demonstrate efforts to ensure strengthened MCH programs (4) Serve as a telemedicine and digital health
expert to other clinicians in Beledweyne (5) Support the overall growth strategy of both organizations in
Somalia and in Beledweyne.
Minimum Qualifications:
● Must possess a minimum qualification of a Bachelor’s Degree in Clinical Medicine & Surgery
with at least 3 years working experience in a rural health facility setting
● Must be registered and licensed as a Clinical Officer in Somalia
● Must be a Somali citizen
● Works or resides in Beledweyne, Somalia or (Willing to relocate to Beledweyne Municipality

DESCRIPTION OF DUTIES
● Carrying out patient medical screenings & physical exams
● Participating in maternal and child health presentations as part of community outreach activities
● Providing medical education as part of community outreach activities
● Using The Addis Clinic’s telemedicine platform and specialist network for patient referrals when
needed
● Working with community-based organizations to connect women and children with available
community resources as needed
● Piloting digital health tools for patient records and data collection as trained on by The Addis
Clinic staff
● Act as an advocate for The Addis Clinic & the organization assigned to local clinics, hospitals,
and medical facilities
● Act as a digital health ambassador to other clinics and clinicians in the county/municipality
● Coordinate with The Addis Clinic staff to ensure that technical problems and system development
needs are addressed
● Assist in data collection and report generation
● Ensure that all local regulatory and legal requirements are followed
● Documenting and reporting project progress as required by The Addis Clinic & the partner
organization
● Ensure maternal-child health activities in this area are established and carried out efficiently and
effectively
● Coordinate programs for capacity building in the area of maternal and child health and other
related areas.
● Serve as a technical advisor to the public concerning sustainable health systems that contribute to
improved maternal, newborn, and child health and related programmes and services.
● Promote and establish a variety of new community outreach activities to facilitate the expansion
of current and new health-care networks for improved maternal, newborn and child health
systems.
● Other related duties as defined by The Addis Clinic & the partner organization
Desired Competencies:
● Good verbal and written communication skills in English
● Strong clinical confidence and the ability to work independently without supervision
● Experience caring for diverse patient populations to include women and children
● Telemedicine clinic experience and knowledge of various telemedicine technologies is a strong
asset
● Computer skills and an ability to learn and understand the general technical requirements for the
telemedicine system.
● Fast learner and the ability to understand new technology quickly
● Proficient understanding of Microsoft Word, Excel and PowerPoint
● Strong organizational skills
● Demonstrated time-management skills
● Demonstrated ability to communicate effectively with physicians and clinical staff
● Ability to exercise tact, courtesy and diplomacy when dealing with individuals at any level
● Ability to maintain confidentiality, exercise discretion, use independent and mature judgment
