and settlements are at heightened risk of exclusion or denial of aid. This has
been the case in previous famine contexts. Minority Rights Organizations can
identify areas and communities of heightened risk and respond to instances of
aid diversion that may otherwise be overlooked. A strategic partnership could
be in the form of a simplified MoU that describes the extent of the cooperation
and responsibilities between organizations and contains a risk analysis
