Background
Marginalized Communities Advocacy Network (MCAN) in partnership with Somalia Humanitarian Fund is implementing El nino Anticipatory Flood Response for Protection of Marginalized and Minority Communities in Beletweyne and Jowhar districts, Hirshabelle, Somalia. The project strengthens the Protection of the displaced and non-displaced Marginalized and Minority Communities in Beletweyne and Jowhar Districts, Hirshabelle, Somalia” through a comprehensive integrated approach designed to proactively address the impending threat of El Niño-induced flooding in the Hirshabelle region with a specific focus on safeguarding the marginalized and minority communities residing in Beletweyne and Jowhar Districts. The project adopted UNHCR’s tri-cluster approach collaboration (CCCM, Shelter and protection) integrated approaches targeting 13,000 persons (5408 women, 4992 men, 1300 boys and 1300 girls) particularly 3000 persons (1248 women, 1152 men, 300boys and 300 girls) in Beledweyne and 10,000 persons (4610 women, 3840 men, 1000 boys and 1000 girls) in Jowhar through the implementation of integrated response activities to ongoing emergency.
Position Overview
MCAN is seeking an Independent short-term Consultant with exceptional experience in Somalia on building the capacities of local community and project staff on the beneficiaries’ selection and registration processes. More specifically, the Consultant will be required to train Village Relief Committee (VRC) members in Jowhar and Beletweyne on the following areas:
The beneficiary selection criteria – including how it was chosen and why it should be adhered to.
Committee members clearly understand that the registration will be done in partnership with MCAN and that people not meeting the selection criteria are registered, MCAN will remove them from the list.
Use of standard beneficiary registration form – MCAN will provide a registration form.
Explicitly targeting marginalized and minority groups – including practical ideas on how to proactively address the impending threat of El Niño-induced flooding in the Hirshabelle region with a specific focus on safeguarding the marginalized and minority communities residing in Beletweyne and Jowhar Districts.
Establishment of MoU between the VRC and MCAN
Understanding of the responsibilities of the committee members clearly understand their role in the project and the responsibilities they hold.

Preferably, the consultant should use interactive adult learning methodologies with relevant examples to the Somalia operating context. The training to include practical session on recording with a community groups, more specifically the marginalized and minority communities in Hirshabelle (Jowhar and Beletweyne) Somalia.
Reporting Line: Project Manager
Key Responsibilities:
To conduct a survey before and after the training and submit the analyzed data to MCAN Project Manager.
To conduct a one-days training for 15 VRC members + 8 MCAN staff in Jowhar and 21 VRC members + 8 MCAN staff in Beletweyne on beneficairy selection and registration process for the selected community groups.
To provide MCAN with the training and other necessary materials or manual(s) as reference materials for the trainings and for implementation.
To produce a training report.

Minimum Requirement:
The consultant must have a minimum of bachelor degree in community development, development studies, business administration, or equivalent from a reputable institution- (Must provide Academic certificate);
Profile of the individual consultant, a clear demonstration of at least 3 years’ experience in undertaking similar assignment
Fluency in spoken and written English and Somali.
Excellent community facilitation and communication skills.
Excellent reporting and presentation skills.
Good knowledge and understanding of protection and gender equality issues, particularly in the context emergency responses.
